Acquisition Support
There are major efforts to streamline the acquisition of military capability with the aim of saving time and money while providing the capability at the frontline when it is needed.
Throughout the acquisition process, project managers often find themselves needing to complete particular actions or processes without necessarily having the knowledge or resource to be adequately able to undertake these actions. This is where AACE can provide specialist services to bolster existing capability or deliver particular task requirements. AACE is fully familiar with the MoD’s equipment cycle, approvals process and staffing procedures. This means it can provide a valuable resource to assist busy projects leaving the current staff free to manage the higher level issues and concentrate on the decider role. AACE has a proven track record in delivering the following:
- Requirements management - defining the requirements, liaising with stakeholders and customers, creation of requirements database (DOORS expertise)
- Technical assurance/Technical Readiness Levels (TRL) – undertaking or coordinating activities to support technical assurance activities or providing evidence for achievement of specific TRL’s.
- Business case support – drafting of business cases for submission to approving authorities, liaison with technical finance and contract staff.
- Integrated Test Evaluation and Acceptance (ITEA) planning – a comprehensive service to manage all aspects of ITEA planning from very early in the acquisition cycle through to the acceptance of military capability. Looking across all Defence Lines Of Development (DLOD) to assure the smooth introduction of a capability rather than an over emphasis on the equipment programme.
- Test and evaluation – particular expertise in the management of test and evaluation activities most notably for aircraft programmes leading to certification of the aircraft.
Recent projects in which AACE has provided some degree of acquisition support have included:
- The business case and technical assurance for the approval of Harrier Capability E
- Technical assurance support activities for various Typhoon programmes
- Provision of the ITEA team for the very successful introduction of the Harrier GR9
- The business case and assurance plan, matrix and assurance facilitation for Puma/Gazelle Through Life Support
